A reflected ceiling plan is a print that shows the dimensions, materials, and other important information about the ceiling of each room represented on your blueprint. It gets its name from the idea of looking down at the ceiling as if there was a mirror reflection on the floor reflecting the ceiling's design to you. Architects and builders create mirrored ceiling plans in this manner, so the orientation of the floor plan and the direction of the ceiling plan remains the same and thus easier to read. In other words, you're looking down at a view of the ceiling and the floor.
